This webtoon is so, so, so bad. It wants to be the isekai version of Runway de Waratte, but can't even make itself appealing enough to be read.
The art is really not good, but at least the author does an ok job at drawing clothes (can you imagine if they didn't?).
There's so many problems with this story that it's trying to tell. If she was working at a factory that made clothes and died and isekai'd to this new world, she will not have the know-how to design clothes since patterning and designing are very different things. You really learn nothing about the clothing making industry reading this, because the author didn't bother to do any research and just wrote whatever floats their boat.
The dream of the female lead is to make ready-made clothes, basically mass production of fashion. That seems so un-herolike and unimaginative. It's one thing to design the most beautiful clothes but it's an entirely different thing to wish to mass produce clothes to make lots of money. That's just being greedy and narrow-minded, as well as unambitious. That's why I cannot even begin to root for this boring-ass main character.
And there's some side plot where she dresses like a man because she wants to be like Mulan basically. As a woman, no one will take her seriously, so she must be a guy to design clothes. Yeah. Completely stupid. Then the next thing you know, she's being arrested because they thought she was molesting a servant girl, and she laments about being disguised as a guy. You can't have it both ways. Also, you can be female and still molest people of the same gender. Sighhhhhh.
Don't even get me started on the endless gushing of the Queen's cousin about how handsome he is. The art is just not up to that level where as a reader, I can also gush over how handsome he is, because he simply isn't! I honestly don't like it when the author of a work keeps trying to beat their readers over the head with how supposedly good-looking a character is supposed to be. It's ok the first couple of times to establish it as an important thought in a character's head, but not necessary in every freaking chapter. Like, we get it!
And also also, they really expect us to think the Queen Cecia united 99 kingdoms? Please. Author, list all 99 of them for me. Or you can't because you just came up with 99 since it looks impressive as a number? It's literally impossible to conquer 99 kingdoms in a single lifetime, let alone however many years it took for this Queen. Then you read about how she spends all her time sitting on a throne, listening to her people's complaints, instead of doing real work that a royal would do, but since the author didn't do any research, they have no idea what it's like to be a Queen.

65/100Decent execution, but a bit bland.Continue on AniListThis manhwa is pretty solid overall, it is bogged down by predictable plotline and quite frankly standard unimaginative setting, however it is executed well.
Reading the premise I went in expecting a little bit more drama, those juicy shoujo manga wholesomeness and/or a pinch of situational romantic comedy goodness, there's really not much of that here. The story treats drama more subtly, perhaps maturely (bordering on stories made for josei demographic), the drama just boils in the background but gets solved just as quietly without ,again, being too dramatic. Some people might be in the mood for a more laidback story like this while some people, like me, might think this is a little anti-climatic.
For example; Going a bit into spoiler territory here, around 60 chapters in Yuri the protagonist is finally found out by someone (outside her family) to be a girl, you'd think after such a long time there would be some massive pay-off for this blunder like a beginning of a new arc and dynamic between the characters, but no, what happens is the character in question immediately understand her circumstances and the only change between their relationship is that now she will be a bit more nicer towards the protagonist (which isn't that much different from the trajectory they are on before she got found out). This, is realistic. It is explained extremely well why this event would have this exact outcome, it doesn't come out of nowhere, and the story isn't really interested in big dramas or trying to sucker punch you with anything unexpected. While isn't inherently bad, you can't help but feel like such an important occasion, opportunity for that delicious shoujo moment, is wasted.
The main plot driver, and really the only motivation anyone would continue reading, is Yuri the protagonist and her relationship with other characters. If (like me) you like her character and is invested on whether or not she would be able to fulfill her ambitions of making a more convenient yet stylish clothes to the world... And maybe the author could one day get her to the sweet romcom stuff, then it's hard to stop reading and you can't wait to find out what obstacle she'll encounter next. If you don't like her, or perhaps you're not in the mood to read yet another cookie cutter "someone got isekai'd and they're inventing modern tech for the betterment of said world/self interest" then I'd recommend to skip this manhwa.
I haven't mention anything related to the art style because to be honest, this one is very subjective. If you like the art then try it, if not then don't. If I were to say categorically, it is pretty good for a full color art, but my standards are low so feel free to disagree with me on this one.
I'll say in passing that most of the characters are decent and none are egregiously bad unlike most isekai story.All in all this would be my score

90/100Although the story is nothing groundbreaking, the characters are truly special.Continue on AniList"Empress Cesia Wears Knickerbockers" is your typical reincarnation manhwa in which our protagonist finds herself in medieval times, armed with knowledge of modern inventions. In the first few chapters we meet the namesake of the manhwa, Empress Cesia herself. Overworked in her position as the ruler of 99 kingdoms, she complains about her uncomfortable clothes and pressures from high society. We'll come back to her later. Enter Yuri Claude, our reincarnee and main character. After falling off a statue and hitting her head, she remembers her past life as a clothing maker and decides to dedicate the rest of her life to designing clothing. We follow her journey as she sets off to the merchant town of Bellum where she becomes business partners with the rich Lord Lesta and begins to rise up in society as a dressmaker. Additional tension is added by the fact that Yuri has to disguise herself as a man for her talents to be acknowledged. Eventually, she becomes the dressmaker for the aforementioned Empress Cesia, begins a romance plot with the Duke Aenon and begins revolutionizing fashion with her comfort-focused designs.
There is nothing revolutionary about this manhwa. We've all seen this plot a thousand times over. Our protagonist uses modern inventions to wow everyone in their new world and everyone falls in love with them along the way. While unoriginal, these elements aren't especially offensive in this story. The plot is very subdued, conflicts are resolved quickly, and progression is very linear. However, what made this manhwa stand out to me is the characters. Too often we see a shallow, perfect main character surrounded by either evil caricatures or fawning sycophants. This isn't the case here. The characters are surprisingly complex, with relatable struggles and actual reasoning behind their actions. There are no one-dimensional villains that only serve to further the plot. There are only individuals with their own motivations that provide conflict as we follow Yuri's journey. We explore a number of social issues that are prevalent during this time period, especially surrounding the treatment of women in this society. However, this never comes off as preachy. Of course Empress Cesia would face pressures to marry and bear an heir despite her extreme competence as a ruler. Of course a little girl with big ideas wouldn't be taken as seriously as a man would. Through Yuri's eyes, problems surrounding child marriages, beauty standards and social pressures are brought up naturally, which is the realistic result of a modern woman being thrust hundreds of years back in time.
One of my favorite moments in the manhwa is when Yuri realizes that Lesta has developed feelings for her. While she is older than him mentally, she is uncomfortable with the fact that, despite now being 20 in this world, Lesta has known her since she was 13 and he was 25. In many other reincarnation manhwa, this age gap is ignored. After all, Lesta is a very handsome man and Yuri is an adult now. However, Yuri just doesn't see him that way and the matter is handled maturely between two characters that care about each other. It's the subtlety of the interactions that lead up to the resolution of this interpersonal conflict that sold me on this manhwa. A lesser manhwa might have turned Lesta, a likeable character up until this point into a villain who creates melodrama by trying to get in between the main couple. Instead, he stays true to his character and remains relevant to the story even after this subplot has ended.
This manhwa certainly isn't for everyone. If you aren't invested in the characters I have no doubt you will find it boring. Like I said, the writing is very subtle and the conflicts are low-stakes. However, if you've grown tired of the typical shoujo reincarnation story, I think you'll find "Empress Cesia Wears Knickerbockers" refreshing.
tl;dr The plot isn't very exciting but the characters are great and the art is beautiful. This manhwa stands out from others in the genre due to it's solid characters and grounded writing.
